In 2024, Vietnam ranked 44th out of 133 countries, the economy on the GII Global Innovation Index, an increase of 2 places compared to 2023, an increase of 32 places compared to 2013.

This is the information shared by Mr. Huynh Thanh Dat - Minister of Science and Technology - at the Conference on Scientific and Technological Development, Innovative Innovation and High-Quality Human Resources Promoting Economic Growth, which took place on the afternoon of February 11, 2024. Prime Minister Pham Minh Chin chaired the conference.

Determination to 'strip' bottlenecks

According to Mr. Huynh Thanh Dat - Minister of Science and Technology, implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in scientific and technological development, innovative innovation and national digital transformation and implementing Government Resolution No. 03/NQ-CP; the Ministry of Science and Technology has urgently coordinated with the relevant agencies and units to staff and build Develop, perfect and implement breakthrough solutions to resolve to “untie”, remove bottlenecks that hinder the development of science and technology and innovation, and promote economic growth in the coming time.

It focuses on improving institutions and policies on science and technology and creative innovation; implementing solutions to improve Vietnam's GII Global Innovation Index. Accelerate the pilot of specific policies for scientific and technological activities and creative innovation in localities such as Hanoi, Ho Chi Minh City. Ho Chi Minh, Da Nang.

Vietnam has the top 3 indicators in the world

Especially with the content of implementing solutions to improve Vietnam's GII Global Innovation Index, Mr. Huynh Thanh Dat informs that over the past years, the results of Vietnam's GII Index have always improved positively, in 2024, Vietnam ranked 44/133 countries, the economy, increased by 2 places compared to 2023, increasing 32 places from 76th to 44th compared to 2013.

Vietnam has three leading indicators in the world, namely the proportion of high technology imports (CNC), CNC exports and for the first time the index of export of innovative goods reached the top position in the world.

However, with the current pace of development of countries in the region and around the world, if we do not promote the implementation of solutions aimed at improving the system of innovative innovation, it is very difficult to maintain and improve the GII index, which is why ministries and sectors need to join hands in adhering to the assigned component norms and focus on developing appropriate policies and action plans to perfect the nation's system of innovative innovation.

In particular, the Ministry of Education and Training should focus on strengthening the indicators on education and higher education; noting that there are two indicators that have not been available for evaluation and ranking for several consecutive years (the Government Expenditure Index per secondary school student and Expected Years of Attendance); the Ministry of Information and Communications should focus on improving the indicators on information technology infrastructure (as an indicator of export of ICT services);

The Ministry of Resources and Environment notes the indicators of the ecological environment; the Ministry of Justice needs to improve indicators of the institutional environment (such as indicators of the quality of legal regulations); the Ministry of Labor - Invalids and Social Affairs focuses on the implementation of indicators on knowledgeable labor; the Ministry of Culture - Sports and Tourism needs to improve indicators on cultural industries (such as cultural services and creative, entertainment market)...

The Ministry of Science and Technology also recommended that the People's People of the provinces and cities actively and actively cooperate with the Ministry of Science and Technology and relevant agencies to promote the implementation of the Local Innovation Index (PII); to propose specific tasks and solutions to improve the PII index annually in order to promote the socio-economic development of the locality based on science and technology and innovative innovation, this task was assigned by the Government in the Resolution of the Annual Session last January, thereby implementing the effective implementation of the guiding views in Resolution No. 57-NQ/TW in the next time.

In order to improve the GII Index, the Ministry of Science and Technology has actively and actively collaborated with the World Intellectual Property Organization (WIPO) to build a Local-level Innovative Innovation Index (PII) set in sync with the GII Index.
