Ho Chi Minh City: More than 92% reduction in congestion violations after a year of cold penalty pilot

After one year of pilot implementation using automatic load weighing equipment to sanction administrative violations against individuals and organizations of cargo transportation by car, the amount of the fine was almost VND 48 billion.

The Department of Transport (GTVT) of Ho Chi Minh City informs that over a year of pilot implementation, the number of violations recorded by the weighing system has reached 4,347 cases so far, a decrease of 56,955 cases (a decrease of 92.91%).

The total number of administrative violation sanctions issued was 2,003 decisions, with the amount of sanctions for administrative violations close to VND 48 billion. Deprivation of a driver's license has a duration of 408 cases; deprivation of a badge has a duration of 905 cases.

From the above results, the Inspectorate evaluated that the pilot has been effective in raising the awareness of car owners, drivers, and freight transport business units, contributing to ensuring traffic safety order in Ho Chi Minh City.

On the other hand, to ensure objectivity, transparency and fairness in the handling of administrative violations, create deterrence, and overcome the situation of stopping multiple vehicles to check processing that causes traffic safety disorder and traffic jams.

However, during the pilot implementation, there are still some difficulties, such as the information page of the Vietnam Registration Bureau has not provided, fully updated information of the vehicle and vehicle owner; vehicle drivers deliberately cheat by falsifying the automatic load weighing results...

In order for the pilot procedure to sanction administrative violations against individuals and organizations of cargo transportation by car through the use of automatic load weighing equipment in the near future to be even more effective, the Inspector General of the Ho Chi Minh City Department of Transport requested the Ministry of Transport to develop management software and share data for the circulation of overloaded vehicles, limited oversized vehicles, vehicles transportation of superheavy goods on the road for the Department of Motor Vehicles to coordinate inspection and processing of violations (if any).

At the same time, the Ministry of Motor Transport approved the possibility of replicating the use of automatic load weighing equipment to sanction administrative violations when individuals, organizations transporting goods by car when the vehicle, driver, car owner are not present at the scene where the violation was detected.

Earlier, in November 2023, the Inspector of the Ho Chi Minh City Department of Motor Vehicles piloted the use of automatic load weighing equipment to sanction administrative violations against individuals and organizations of cargo transportation by car when the vehicle, driver, and car owner are no longer at the scene where the violation was detected.
